Can anyone give me the tl;dr bullet points of the weapon and tactics used? I know picrelated is the weapon. I don't know how it's been modified, if at all. As I understand it, most of their shots were within 100yds, but they still managed to miss plenty. I'm finding conflicting reports in exactly how many people were shot.

It took a long time to catch them because the attacks were random enough that a clear pattern couldn't be easily established to link the victims to the shooter.

Its my understanding that 10mm was the standard in lots of police forces around the USA, but they developed .40 to replace 10mm because the officers were complaining about the recoil of the weapons and they were also getting secondary kills from the bullet traveling through the intended target and hitting something else.
At least, that's what I read somewhere about the history of pistol cartridges used throughout history. Correct me if I'm wrong anywhere in that.

So in the military they do hammer pairs and failure to stops (two in the chest, one in the pelvis/head) with the rifle. They only ever do hammer pairs with pistol though. Is this the ideal way to employ a 9mm, 2 rounds at a time? What sort of pistol drills should one practice?
And recon and marsoc always reload pistols without the slide release. They physically grab the slide and rack it back. They also rack it back as in pic related, not with the finggers pulling to the back (thumb on right side a few figers on left). Is there a reason for this?

The biggest thing to me was that the military uses the m9 which has a slide saftey so its hard as fuck to rack the slide yourself without accidentally putting it on safe.
