It is too ingrained in Police Departments for everybody to just switch at once.

Unless some futuristic pistol comes out that blows GLOCK out of the water, they will be the primary pistol for a majority of departments..

probably not, they dont do anything drastically different other then a few upgrades, and most departments tell you to suck it up and deal with what you're given. Mine just allowed the M@P line and as much as I like it im too lazy to switch my glock 17 for one
its not like the transition from revolvers to wonder nines, and the wonder nines to plastic fantastic. I like all the glock clones out there but theyre really not all that much of an improvement, especially for a bigger LEO dep. to justify buying and replacing their current guns with

I am very disappointed by the Walther ppx. I bought the gun about 5 months ago and after about 150 rounds down the barrel, the extractor broke and it broke the slide. I then sent it to the distributor and they arranged everything with Walther. It took 5 months to get the new slide. Today I just received the gun in the mail and I noticed that the frame in now cracked. I don't know what happened and if it’s the distributor fault or Walther's fault but I am VERY disappointed. First the slide and now the frame. It seems like this is a very bad quality gun. I'm not buying again from Walther.

I gotta ask because alot of the people I go to Uni with are getting triggered over this latest guy being shot. They keep saying "why do they not shoot him in the arm or leg". I respond by saying, because it is not a video game, police are trained to shoot the biggest target (torso), not to mention the fact in the heat of the moment the stress would effect the accuracy of your aim.

Anything a more learned person on this topic could add to this ? or even a criticism of this statement ?

If the situation has escalated to the point where use of lethal force is warranted, it is the exact situation where you should not be looking to incapacitate somebody.

ie- Somebody is directly attacking physically or shooting.

The last thing you want to do with an armed or violent suspect is put them in immense pain while still having them able to react violently. Shooting in the leg has the possibility to do exactly that. The person can no longer move, but they can still shoot back or physically act anybody close by, and now they are extra pissed off by having been shot.

Situations should escalate and guns should be a last resort used only for extreme circumstances, but if the gun comes out and it's legitimate circumstances for it, then lethal force is to be used.

Arm/leg/warning shots are a convenient fantasy solution perpetuated by entertainment, they're impractical and dangerous in reality (and not even legal, depending on where you are) and as far I know not a single police force or military in the world trains people to do them.
