Okay, not a lot of information to go on, but I'll bite

Have you tried putting a magazine in it? Many rifles lock open when they're empty, and unlock once you put a new magazine in and pull the bolt handle (handle thing coming out the side) towards the rear of the gun and let it go. If you do this, ensure it is an EMPTY magazine, not a loaded one.

.380 is the lowest I'd go because it has the shortest gap between it and 9mm in "percentage of threats that failed to stop when hit" statistics published by the FBI. .32 Auto approaches .25ACP/.22LR uselessness at nearly 50% FTN while .380 is much, much closer to that of 9mm. It also has a significantly higher availability of modern defensive loads that will improve the ability of the cartridge to stop someone.
