In part, it depends on what sort of Air Force you want to deploy. Eurofighter is a bit stronger in the A2A realm, while Rafale is optimized for A2G. I believe the Eurofighter has a wider array of available weapons, while the Rafale is designed to use French munitions. Both are quite expensive, but highly capable.

Might as well get the .308 unless you plan on elk hunting or something. And Tikka makes fine rifles.

Two words of advice:

1) Get the best scope you can afford. A plain 3x9 Burris will run under $200 from Opticsplanet.com and has a lifetime warrantee.

2) Get a trigger job. Your local gunsmith can prolly do it for $50 or so. Everyone, EVERYONE shoots better with a good trigger.

Give us a range report when your rig is together. Oh, and use Gunbot to find cheap shooting fodder.

Tikka is solid and both rounds have pros and cons.

308 is cheaper off the shelf and smaller and lighter per round.

30-06 has better custom loads and may be more available on shelves during a panic. It's bigger requiring a long action and weighs more per round.

Virginia is gun friendly, you can buy all the same guns you like in PA, you can buy them in VA too, your CCW should not be a problem. Only difference will be, the NOVA (Northern VA, like near DC) is more police-state like, and you won't see many whites in NOVA like in small town PA. Richmond oh boy I heard it like Pittsburg.

Southern and rural VA should be just like PA.

You can bring all your guns from PA with you, just be careful crossing Maryland, not a gun friendly state.

I walked into a gun shop, walked out 15 minutes later with my AR, 500 rounds of ammo, and 5 mags to break it in. Southern VA, and Appalachian VA are pretty bro tier. I go out into my woods and shoot all the time, no issues from any of my neighbors. Richmond area is shitty unless you're a nig or a hipster, Norfolk area is pretty fun, but not much gun stuff to do out there, and then there's the rest of the state.
