Personal suggestions:

SAR K2P. Full size poly CZ75 clone that will take mecgar cz mags. Can still be found for under $300 and was great while I had it.

Zastava CZ999. Sig 226 clone. Full metal frame, and used by Serbian forces/police. Bought mine for $280 and has since been fine. Has a pretty nice trigger too.

The KAC should also come with a 4.5 2 stage trigger while the 16s has a normal milspec 2 stage. The KAC trigger I had still felt like shit anyway though so I'd replace them both with Geisselle

I've been using jungle boots as a civvie for 2 years now and i swear by them, and will be issued a pair when i start basic in 3 days.
Jungle boots are the shit for warm climates.

the stitching in one of my boots slightly came apart in the spot you're talking about, but taking a flame to a pair of boots, especially leather ones, is never a good idea.

depends on the gun, what youre planning on doing with it, and where youre going with it (I.E. weather conditions)
I have both, I find shoulder holster to be more comfortable and you can carry bigger guns, but shoulder holsters are more expensive (you want a custom one, trust me) you cant take off your jacket and they can get tangled easily
IWB/OWB is easier, cheaper and more versatile and arguably faster for drawing, I never found the SH rig to slow me down THAT much, but having something on my hip like that can be uncomfortable if its not the right material or in the right spot

Id say try both, IWB/OWB is a bit easier but I tell everyone to try both
