maybe in theory but shaped charges effectiveness typically scales with size of the diameter of it. furthermore it'd take longer and be more expensive and you wont always hit what your aiming at, even if you can't penetrate level IV plate you can still shoot arms, legs, heads, important shit. or use a bigger gun.

HEAT round penetration is a factor if the diameter and length of the charge. Panzafurst 100 mm could penutrate four inches of armour. A 7.62 HEAT round would only penitrate ten millimetres of steel. It can not be spin stabilised as the cwntripeadal force disrupts the charge.

12 g bean bag rounds, water slugs, whistlers, baton rounds. All are good at slowing down someone.
