My school's campus is going to be forced to allow concealed carry this upcoming summer. However, there are certain stipulations attached to it:
"policy requires handguns to be secured in a holster that completely covers the trigger guard area. Handguns with an external hammer must be secured in an un-cocked position through the use of a strap or others means. The safety must be on. Semiautomatic handguns must be carried without a chambered round of ammunition. Revolvers must be carried with the hammer resting on an empty cylinder."
Normally I carry a semi-auto, but according to these rules, would I be better off carrying a revolver, so I can fire immediately upon draw without having to chamber a round? I've only ever dealt with semiauto handguns and originally only planned on getting a revolver sometime down the road as a range toy? What should I be looking for when shopping for one meant for serious self-defense? Does /k/ have any recommendations? I'm leaning towards one chambered in .357, so I can share ammo with my levergun, and one that is not a snubbie, and for where I live, buying used is generally a bad idea. My budget is $1000 for the gun itself, not including holster, night sights, ammo, taxes, FFL fee, shipping, etc.

Why are modern, defensive DA/SA pistols not used with bobbed hammers? The DAO guns are, but I feel they are just as ideal on a DA/SA gun. The hammer spur is an unnecessary holdover from the revolver days (and I would argue that they are unnecessary on DA revolvers anyway) that is just a huge snag point. I get why gun companies make them (for the same reason they make hooked trigger guards) by why don't those customize companies, like Wilson Combat, make spur-less hammers?
I also understand why non-defensive shooters want them, too, just so they never have to deal with the double action hammer.

Right now, ALL the bill does is allow silencers to transfer on a 4473, waives NFA rules for the purchasers/owners, and refunds tax stamps back to later '15, and preempts all state and local laws regarding registration and bans.

Be it enacted by the Senate and House of Representatives of the United States of America in Congress assembled,
SECTION 1. SHORT TITLE.
This Act may be cited as the “Hearing Protection Act of 2017”.
SEC. 2. EQUAL TREATMENT OF SILENCERS AND FIREARMS.
(a) In General.—Section 5845(a) of the Internal Revenue Code of 1986 is amended by striking “(7) any silencer” and all that follows through “; and (8)” and inserting “; and (7)”.
(b) Effective Date.—
It's going to be over a year before anything changes, if it even passes.

SEC. 3. TREATMENT OF CERTAIN SILENCERS.
Section 5841 of the Internal Revenue Code of 1986 is amended by adding at the end the following:
“(f) Firearm Silencers.—A person acquiring or possessing a firearm silencer in accordance with Chapter 44 of title 18, United States Code, shall be treated as meeting any registration and licensing requirements of the National Firearms Act (as in effect on the day before the date of the enactment of this subsection) with respect to such silencer.”.
SEC. 4. PREEMPTION OF CERTAIN STATE LAWS IN RELATION TO FIREARM SILENCERS.
Section 927 of title 18, United States Code, is amended by adding at the end the following: “Notwithstanding the preceding sentence, a law of a State or a political subdivision of a State that, as a condition of lawfully making, transferring, using, possessing, or transporting a firearm silencer in or affecting interstate or foreign commerce, imposes a tax on any such conduct, or a marking, recordkeeping or registration requirement with respect to the firearm silencer, shall have no force or effect.”.
