The President's executive orders only have legal force towards the agencies of the executive branch. They aren't actually binding on the courts in terms of how they interpret the Constitution (if they were, the courts couldn't have struck down the immigration executive order), and even though it contains language in section five claiming to preempt state law, Federal preemption can only be invoked in an act of Congress.

I wouldn't shoot that. Did you try taking the barrel out and seeing if the round fits flush? If it does, then there might be some issue when it feeds from the magazine, possibly the feed ramp or burrs on the firing pin block.
That is out of battery and will probably either not fire, or blow up...

Most technically advanced would be one of the late-war Kriegsmarine U variants, maybe the XXI.
Best mix of advanced tech, ease of manufacture and manning, cruise range and crew comfort and finally, most importantly, battle effectiveness goes to the Gato/Balao class boats.
