Why choose the best gun when you can choose a gun that's critically flawed but cheaper with more aftermarket parts and better availability of whatever silly doodad your little mall ninja heart desires. Newer ships like Karakurt are getting naval Pantsir. Current budget ships like Grigorovich are getting old AK-630, Non budget ships like Gorshkov and Nakhimov got Palash.

The AK-630M2 Duet is so heavy that it's almost as heavy as the Kashtan while the Kashtan has missiles and has a reloading station below it while the Duet does not. They only used it because muh jobs and it's on lake corvettes (small artillery ships actually not even corvettes) that are covered by land based SAM umbrellas.
