As a thought experiment let's think of the advantages of Hi-Point over Glock or Sig.

Other, more "nuanced" guns.

Now the thing is, there's quite a lot of militaries that don't even issue pistols to the grunts. Swiss don't and they never did. Russians think of dropping them because why even bother. Pistols are also used very, very rarely and are here more for show than for actual use, so why not go cheap on them? So there is a point of adopting Hi-Points instead of more expensive, higher quality guns, especially if you negotiate a deal when you get higher-quality materials in them so they can survive 20k rounds and more.

However, for the troops who actually use pistols, it will be a slog and that's why it's more economical to just issue better pistols only to soldiers who really fucking need it and give the rest additional rifle magazine instead. Or two if you want to give the soldiers not only pistol but also ammo for it.

Every submariner I've met has been incredibly bright. Most of them could have quite easily cut it in any other profession and a great deal did afterward. This is going back a while, but I knew a few socially in Hong Kong and they were excellent company.

Very little swinging of the lamp was done over submariner antics, but they were a close bunch and kept each other well sorted out with careers and roles after retirement.
