I don't see Reimu randomly falling for someone. Maybe she decides one day that she's getting old and it's her duty to marry someone so she can produce an heir. But as with all her duties she wouldn't be consistent about it - she'd just treat the guy as a live-in housekeeper, occasionally making spontaneous attempts to "act like a wife" that just come across as awkward. Reimu is probably unusual in that she's an only child, and that she is unlikely to die before her 30s, barring disease, accidents or assassination.
That's how I interpreted Aya's statement anyway. Reimu's cousins may even be too distant in blood to use the Yin Yang Orbs, which would pose quite a problem for Gensokyo's future.
