I think I'm permanently locked out of getting Iwamoto. F28 didn't show up the first time I cleared F23 for some reason (possibly because I hadn't cleared the Hyuuga/Ise kai quest). Monthly reset restored F23. and I can't get the second crew item to clear F23 again because it's locked behind F23. Fuck this item.

Just stick one zero into your cvl and do 1-5 monthly and weekly. I didn't even grind them specifically at 1-1.

Either the weekly reset fixes shit, or the devs take note and fix stuff. They fix things really quickly and are responsive to nip-online stuff, like zuikaku-sprites, random sinkings etc.
