I think the 'ideal' number is not really that easy to pin down; it depends on a host of factors about what is going on in society. There was a time when a couple having 6-8 childer would have been required for them to have a generally good passing their genetics.

In some places today, there is a higher mortality rate than elsewhere, as there shall always be. Birthrates should reflect that.

If a country wants to perpetuate itself (and any rational country would want to), it must have positive population growth. That being said, having Africa level fertility will cause overpopulation and resource depletion, but like 2.3-2.5 is ideal during peacetimes and 3-4 during times of war is ideal.(or better, increase population growth in preparation for war or expansion)
