The engineers basically just said they did it because it was different and works just as well as a conventional design. It's a good way to differentiate yourself. Pretty sure this layout is a bit more expensive to build but more maneuverable.

It's a huge market. Embraer isn't really "budget" in a quality sense. They're actually pretty competently built. They're up there with American manufacturers and better in many peoples opinion than Airbus. Latin America is actually pretty good at aerospace for some reason.
