There is no safe way to remove each shell, transport it, and demilitarize it. Temember that shells become less stable and much more volatile over time. Charges and primers can contain dynamite which breaks down over time, especially older dynamite that used things like sawdust as the absorbent, and become old nitroglycerin, which can be exploded just by being moved.
It's not worth it for the police, or military, or a war memorabilia conservation society, to risk either lives or expensive equipment, to try and collect, transport, and demilitarize a collection that honestly isn't all that special. I mean it's a very impressive personal collection that took a lot of time and money but there's nothing in that garage that is especially rare or that can't be purchased from most milsurp places or ebay.
And yes, factories worked with very specialized equipment, had trained professionals doing sensitive work, weren't operating in a contemporary residential neighborhood, and were using much more stable newer materials.

It's not as valuable as you think. General issue WWII era stuff is a dime a dozen. Guns, dm munition shells, kits, helmets, medals/ribbons, manuals, casings, uniforms and components, etc, are fairly common and not usually very expensive.
The most expensive thing in OP's picture is probably that Nazi flag under the TV on the left, provided that it is real and from the 3rd Reich.
