Killing people is bad because most people don't want to be killed, and they get upset when people they like are killed. It's sort of agreed upon that we therefore won't kill one another.
Animals on the other hand don't reason and kill each other all the time, so it's generally considered okay to kill them. Harming animals only becomes a problem when it upsets people. That's why you can kill as much cattle, sheep, and kangaroos as you like but as soon as you dock a puppy's tail they march you off to court.
