Chemical weapons aren't necessarily WMDs. Nerve gases like VX is, mustard "gas"? not so much.

They lack the infrastructure to launch anything other than gas shells, of which they are using old stock.

Well, the US (World Police) define a WMD as:

If they could get 6 people to kill 100+, they could probably kill quite a few Christmas shoppers with chemical weapons, even more if they're clever and poison the water.
