Me being slow with updates lately in my games is due to the fact that I'm getting tired of hosting in your American timezone because I finish games at like 6 am. Even If I wanted to host earlier in my timezone like 18:00 pm that would be impossible because of work and other real life related things.

I might also take a pause and stop OPing for a while, I want to concentrate on making Risk maps from the scratch with tiles,borders,rules and everything else not just updating someones elses maps like I do normally.

The whole "You must declare war before attacking" and "plentiful capitals" thing gives people a reason to stay peaceful.

Why telegraph your attack, when instead you could improve your defenses by grabbing land?

Incentives: These ones produce peace (esp. outside of Europe. That area is not only the most Capital dense, but also one people choose most, which leads to tension.)

This edition is clearly intended to be fast and without too much of alliance hugboxing but pure war like a deathmatch arena. That's just how I see it at least.
I played it before and I just allied with one guy from Iberia and we steamrolled everyone else who were just "trying to peacefully expand", there is no such thing, you either kill or die on these kind of maps.
