it's not likely tbh, it seems like what happened was the 7 hostages in one group legged it and this guy realised he was fucked and had lost his bargaining power so he turned the gun on the remaining hostages, and the shots prompted police to shoot back.
The line of thought is that when the last group ran for it he shot a hostage and it forced the police to go in and throw a ton of stun grenades while shooting
they weren't special forces either, just a special police squad
