Because there are multiple hurricanes in a year
We used to name them by year but it was inefficient. For example if you were to say the hurricane of 2005 it could be multiple hurricanes but if course the big one was Katrina. Hurricanes also occur ovwe long lengths of time and even at the same time so a specific date wouldn't work.
