- Are english jokes hard to "get" due to cultural differences?

1. Some times. If the joke consists of a play on words, or pronunciation, then yes, the joke won't work.
2. It depends on the joke, really. I can definitely appreaciate some english jokes, but if it requires cultural knowledge, it just goes over my head.
3. No, I can't think of any.

"I’ve been to India.
Like, look, I don’t want to be mean, here. I have indeed met Indian dudes who are super cool. I specifically remember two guys I met in India who actually were very nice and good conversationalists and we drank Kingfisher and it was chill. This isn’t everybody.
However. Holy bejezus, going to India as a single female traveler is basically an exercise in getting stalked. I am not kidding. Men will follow you around. And I wasn’t dressed in a revealing manner, or anything. In fact, I was actually wearing salwar kameez because I wanted to try it out and it was comfortable and actually quite practical for the environment.
But being followed around is creepy. And they won’t take “no” for an answer. Or at least they didn’t from me. I found I had best luck with shaking unwanted shadows by finding the most grandmotherly-looking person on the street and approaching her. At this point her eyes would get huge and she’d be looking at me like I had three heads.
Then, I’d turn around and point to the dude who would not leave me alone. Grandmother got it instantly and launched into a blistering lecture, which would indeed result in the man going away.
This doesn’t happen in France or Italy.
Again, I am very well aware that this isn’t every dude in India by a long shot, but it’s freaky.
