What are the pros and cons of using black line art vs colored lines? What is the purpose?

colored lines blend in and are useful when you don't want a strong distinction between your rendering and your lines. Black lines usually look better when you use flat colors and shadows and / or heavier inking, where the lineart is the star of the image and rendering, if any, is secondary.

Some art styles only look good with visible and clear lines like mangas or comics. Take comics for example since they're colored, muscle definition and shading is probably one of the most important reason. You can use darker colors for shading but it wont seem as bulky/badass as clear black contours or big black shadows.
Now where colored lines comes in are when you take manga stylization which was created for black and white and decided to paint and render it more realistically. They are used to keep the style true to its nature without going too much into painting. Use too much black lines And it won't fit with painting, use no lines at all and it becomes 3D. So you just use colored lines to keep that traditional manga 2D feel except they blend with your painting.
It's literally what cell shading is for, same goal but in reverse, adding lines to 3D to give it a 2D feel. look up OKAMI or zelda wind waker.

Watch Disney's Sleeping Beauty (easily the best looking Disney movie). See this fish for a very obvious example. The pale blue lines give it a shiny appearance without clashing with the flat color style. The pale outline of the fat king's crown also gives it a shiny look, and contrasts with the faceted crown of the skinny king, reinforcing their rounded vs. angular appearances. Pretty much every scene makes good use of colored lines.

Seriously, what are some great artist who have decent tutorials that are worth buying.
Anthony Jones is bottom tier for me, not much content and he's regurgitates the same information with actually going in depth at times when needed.
The only good gumroads I've seen so far are rapoza's. The other stuff is just what used to be on YouTube or perhaps ifx. Not real educational stuff.
You'd be better of plopping down from for one of the full courses out there.

I have just started practicing drawing for real. I want to improve my currently nonexistent skills and be able to create OC one day. Do you guys recommend me to practice drawing OCs right from the start? Or should I spend a good long time just attempting eyesight copying artists I like??

The best thing is the one that will give you the least burn out. If you like drawing OCs more then you'll have more passion for it and likely more improvement and will to keep practicing and learning.
also if you implement your OCs in your studies you'll probably get more invested in both of them.

Not necessarily. You should never copy, but study. Study from life and understand how things work. Drawing OCs will keep the motivation up but it's important to supplement it with actual learning work (i.e. the work nobody wants to do).
