Looks like watercolour over graphite to me. Could be done with a round brush or maybe a flat in some places

If I were you, I would focus on simple shading and rendering while just adding a little bit of fur texture as a detail.

Lots of potential reasons for this. They might not actually be good, they might be good but not the type of work that will sell, it may be very different from the brand that the gallery has and the art they typically show, it may be work from someone without a "name" so wouldn't be able to be priced well, the space may have been planned to be used for other work already, the artist may have wanted to take too big a cut of the selling price, etc
Art galleries are businesses like anything else, so if they make a decision that doesn't seem to make sense there is probably a valid and good reason involving money on why they didn't do it. There's a slim chance it's just a bad decision or a petty choice by an individual, but more likely it comes back to them not being able to make a good profit by doing something.
