are ateliers good places to train draftsmanship skills for someone wanting to do digital afterward?

It really depends on the atelier. Ones that teach sight size are reliant on having a reference and copying 2d shapes, so aren't that well suited for going into digital illustration. Ones that are more based on construction will help more for that. Both will help with your understanding of shapes and values though. Traditional skills tend to transfer over to digital very well.

To risk sounding corny, drawing is 'vision on paper', -quote Loomis. In the case of digital, it's vision on a screen. So there is definitely a lot of transfer, just from getting better with drawing media.
Ateliers and MAYBE local art-guild classes are probably your best options for training draftsmanship. Real artschools are much too expensive, and state-university art programs are not focused enough to really make you better at drawing (even if it's a good illustration program).
Plus that with some good online classes such as John Park's Patreon classes, and more industrial-design drawing methods such as from Scott Robertson's 'How to Draw' book, and you'll catch a decent amount of info that ateliers generally won't teach you. There's a lot of other stuff you could do to supplement, but no reason to make a list.
In terms of painting, I don't have first-hand experience with the cross-over. But many people can attest to painting skills being worthwhile and helping out with digital.

It is pretty simple. You go to atelier, art school, or any place where people are teaching others to paint. You look at the paintings teachers produce. You then look at quality of students work. If they are on level with the image you posted I would say YES. If it is bad or even worse they smear shit, create modern art your best course of action is to turn away and never return.
Once you learn the fundamentals you can paint in any media. You just need to master the material, you won't magically lose the knowledge you learned when you transfer from traditional to digital.

How do I get over the regret of not having started earlier? Back then I had so much time, school had a low workload and there were frequent and long holidays. Now I have to work which uses up 1/3 of my day and leaves me tired. My health isn't the best as well so I am not even sure if I will make it long enough to git gud.

You're wasting more time now with regret. You'll have plenty of time to feel bad when you're 90 in a hospital and you can't lift a pencil.
Focus on a desire to learn and see. Work on some mental exercises at work like watching light and shadow during boring ass meetings. If you have family/friends then focus on making gifts for them to keep you focused on a project.

Alpha channel is the term used to describe the transparent part of a transparent picture. It doesn't really have anything to do with art

Am I wasting my time studying a degree in fine art?
Every single fucking day I'm surrounded by wannabe artists who produce "conceptual" works of art and are praised for their garbage.
I have a strong background in traditional oil painting and technical drawing and am looked down upon by my superiors for being "old fashioned" or not contemporary enough.
Where the fuck do these people think they're going? I'm still young and have my whole life ahead of me.
I have a relative who is a photographer, and have thought about transferring into a photographic degree and working as a photographer of some sort.
What do you guys think? Is there light at the end of the tunnel?

I love fine art and it's a great opportunity to express unrelated ideas on a visual platform. I study illustration and I'm constantly photographing, listening to music, reading books and socialising in my spare time, which I transfer into my art work. Just be confident with your shit, you could literally take photos in your course so why not just do that and not give up like a little bitch?

fine art is terrible as a job, and as an education.
You can get more out of more modern disciplines, and you can get good at "traditional" or "fine art".
A good digital school will require you to have a good traditional base, and they'll help you put your skills to use in a modern market.
