This book came out in 1999. Any good how to draw anime books written before then?

You should look at manga and anime from that era then. That's the best references you'll get. This means hitting up a library or a bookstore.

Like, I have a book from the 1930s on how to draw rubber hose animation written by the master of that style- Bill Nolan. I can't believe with how popular manga was in the 60s and 70s nobody wrote a how to draw book.
there are no books other than shitty ones like in your OP image because drawing manga, in whatever style, is something japanese feed on as they grow from childhood into adolescence. When they finally decide to draw their own manga, the style they choose to depict their world with is an amalgamation of every influence, swimming in their subconscious. Not to mention, japanese humor is fucking weird. Japanese tropes in general are really awkward when emulated by a western artist. Even koreans try to copy it and its definitely not manga. There's manhwa that isn't bad, but it definitely isn't manga.

As a complete beginner, is it worth it to jump right into loomis? I struggle drawing anything of value after reading through some of "Fun with a Pencil".
Would it be more worthwhile now to just practice sketching things for an hour or two a day rather than focusing on the exercises in the book? Thanks

Yes. Exercises should only supplement your work, even learning "fundamentals".
Also pick other book, "Fun with Pencil" is easily the worst written Loomis book and it doesn't help that he is very dated now.
What you want to get first is "Keys to Drawing" by Dodson.
But remember, always - first your own complete drawings, and only then - books. Remember that how you approach drawing and learning is more important than milleage.
Still - draw. Draw a ton. And try to bring out your own creativity in every work you do. Make notes to yourself. Try to make art something that comes right from within you.

It was done on a whim during class. I didn't have printer paper. I used to have copic markers and stuff but sold them to pay for tuition, so I used whatever color tools I had. I want to focus on the skills rather than the tools. I didn't like how the hands and the camera lens for the arms came out. I always have a hard time with proportion because of it.

Self explanatory. You had some luck with baggy pants and long sleeves, but even then it's clear that you don't have an understanding of the human body.

You do not understand how to translate spacial relationships from 3D to 2D. Will help with that "camera lense" problem.
As for the design and concept, it's pretty highschool. TA is a great band, but bringing that into what you're doing is not interesting or original. Conceptual stuff like that CAN be learned here/ in this type of environment, but you're better off exploring the arts as a whole and further advancing and maturing your own tastes.
Also, don't make a thread for yourself. We don't have it in the sticky, WHICH WE SHOULD (cough mods cough), but now you know. Also read the sticky, it has all the information you need to address the issues stated above.
