I kinda knew in the back of my head, but I guess it's time to realize, I picked up drawing pretty late at 17 and never really even started to practice the fundamentals until mid 18. Now that I'm 19 and having to deal with college work I realize that if I really do want to "make it" I have to be able to draw every single moment that I possibly can. Even to the point of letting my grades drop so that I can fill my quota of drawing meaningfully and learning something new everyday. I've been half assing it doing maybe 2-3 hours with breaks in between. But, it isn't satisfying to look at such shitty art and dealing with the vices of doing something easier like reading manga. I can barely keep up the motivation to draw for 3 hours consistently, but hopefully I won't burn out trying to draw for 9-10 hours a day.

I can't learn. I don't know why, I don't know how, but I can't learn. Throughout last few years I watched tons of videos from pros and some casual artists and I haven't improved at all. I still can't draw a perfect basic human figure, I still don't know values and I still don't really know what I should start with.
I don't get it, I love drawing but I feel like learning is impossible. Am I retarded by any chance?

How often did you practice? What did you practice? I had. This issue where I thought I new some of the basics and ended up practicing something that was too advanced for me for like 3 months. I ended up seeing more progress in 2 weeks after practicing basic perspective then I did in those 3 months even though I was drawing the same amount. Maybe your tackling something too advanced without having a good enough base?
Post work and you'll get more specific advice.

It's caused more me both more good and more harm than any other single thing in my life.
Made me depressed at the fact that I draw something only to realize it looks like shit. Study fundies and continue to draw, looks okay, next day looks like utter crap and wonder how that was passable in my eyes yesterday. I get frustrated more easily now, and feel like going nowhere in general cause I hate going to university as well.

Do both. Color studies are important and unfortunately neglected.
Also some concepts are more visible without and some with color (contrast, highlights, light affecting things etc.)

It depends on how much of a beginner you are
If you can't make basic shapes from various angles, stick to B&W
If you have some measure of spatial ability, B&W value practicing is a spook and you should work in full color
You learn very quickly to recognize values when working in color and you need all the full color practice you can get your hands on

There's this doc on netflix about him, I think it's called "The kingdom of dreams and madness" and I really enjoyed it. It was cool to see what he was really like, dude was pretty chill but intense at the same time, has mad work ethic and is way more nihilistic (I think that's the word) than I thought he'd be. It kinda chronicles the creation of "The wind rises" but that's more of a background thing, the main focus just became Miyazaki and his outlook on life/work I think. Definitely give it a watch.

I have already watched, though it didn't satisfied me. He don't speak much about his opinions and his life in general.
For example, one thing i am really curious about is his relationship with his son Goro. He looks very cold and absent and i find that dissonant with his work. I am also interested in his thoughts about art, it's purpose and why he thinks some people shouldn't pursue it.

It's pretty well known that Goro and Hayao don't exactly get along, and for a while Goro resented him.
There are also stories of him bullying people that work under him. I remember hearing a story of an intern who wasn't doing to well, and instead of just firing her, he would simply approach her and ask her "What are you still doing here?" under his breath.

Probably less than 1%, though it's hard to estimate exactly, and maybe a greater percentage will make it if you give them another 5 or 10 years, but they're not there yet.
As far as I know the only pros who come here already were pros beforehand, so didn't learn from the sticky.

It would depend on how much time they have available to practice and whether they are interested in art as a hobby or as a career.

Photoshop probably. The softwares that specifically try to emulate traditional brush strokes usually end up producing rather fake and artificial looking end results.
The best digital results that I've seen are usually done in photoshop where the artist emulates the media through his understanding of edge control and brushwork and doesn't rely on gimmicky brush engines. Obviously you'd want some decent custom brushes though.
