There's not much to fix realistically speaking. 80% of its use is in 20% of its threads, 80/20 rule, it's normal.
If I could maybe make one small suggestion for moderators to act on:

But maybe something that doesn't require moderators to actually do something because, heh, what moderators? Apparently there's only ~12 mods and I don't think any of them draw. So instead, alter the front end and format of /ic/ to better influence user behavior:
Reducing the total pages available down to 5 will cut down on junk threads, and the useful eternal threads (book, draw, animation, etc) will make up a higher percentage of the board. New users will be more likely to see them and use them, cutting down on junk threads, etc. "r8 my shit I just drew" threads will fall off the board faster because the threads /ic/ users actually use will keep them bumped down. There are many possible benefits. Well, it's worth an experiment at least.
4chan has been getting increasingly popular over the past few years
Many new users are shitposters and have defiled the quality of boards such as /ic/ that never before received much attention and as such had a mature community where quality discussion would happen.
Also there is an element of looking at the past with rose tinted glasses. We remember all the users that went on to be professionals but that doesn't mean there weren't far more people that were failures, we just forgot about them.
I know it's a controversial topic still but the LAS thread is by far the most productive thing that has ever come out of /ic/. LAS has gotten many users to draw everyday and refine the skills, not everyone studies but raw mileage is a huge thing that many artists lack in. Unmotivated Losers is a more study centered system but it doesn't provide the incentive to bring in enough members that are dedicated to draw everyday. However LAS doesn't really incentivize critique which ultimately is the most important thing in art improvement.
The Drawthread and other similar threads provide critique but there isn't much incentive to post there.
The problem I see is that there are people offering critique, people drawing everyday and people studying but they are all separated with only a few doing all of those things.
I believe that in order to fix /ic/ we need to unite the community and provide more incentive to be productive.
The Discord has the potential to do this but it suffers from the problem of shitposting

It's sad looking through these beginner threads, sites like deviantart, and even forums where despite all the hard work people put in( hell even when they study their fundamentals) they make very little progress over the years. Yes the more you draw the better you will get, yes studying Loomis will help you make gains but the fact of the matter is if you aren't you will NEVER reach a professional level. You think most professional artists studied loomis for decades before they "git gud" ? No, it only takes a few years. My point is simple, if you been practicing for more than 3 years and you're still shit, then chances are you'll be shit forever, quit wasting your time.
