Anyone know how to go about creating a nice paper texture like shown in this image? It seems like some sort of rgb noise + a pattern with some some changes to add wear, but maybe that's completely wrong.

Usually it's best to use high-resolution scans for these kinds of things.
Some artists make their own, most download stock.
You could recreate it with the aforementioned filters to a degree, but if you want to include natural irregularities, you're better off using the real thing.

The "rgb noise" is a half tone pattern which you can generate in photoshop. And yes, there also appear to be a texture on top. Just google paper texture or something and you'll find hundreds of hits.

Illustrator is a specific job for people who draw and paint, it doesn't include concept artists, comic artists, fine artists, ect.

How do you manage brain usage as an artist? In what order should you do things every day?
Let's say I'd like to do a bargue drawing (which needs a lot of focus), read a book that has a lot of talking, do a 30 min sketch and watch a video that needs attention
How to make it all work for the best efficiency?

i would do it like this if i had entire day free.
to be honest i think you are lazy because this is not too much and is easily managable i think, i would do all of this in only morning half before i eat and half after, limit your time on computer, you don't need to shitpost more than 1.30 hour (according to recent studies) and that time is also maximum amount best would be 15 minutes a day or even zero.

Color Theory
I just don't understand.
Like.. I UNDERSTAND it. I just don't understand why I can't get that on paper. I've dedicated 2017 to really working on improving myself, and one of my faults (of which I have many) is that I can't seem to grasp color theory to create an appealing palette.
Could you take a look at these and help me figure out what I'm not doing right?

What tutorial/guides would you recommend someone to learn about making comics? And I mean good ones that are about interesting plot and characters.
My big inspiration is Berserk, not because its a manga but because its a well written story, so id like to do something like it.

Writing is just all about following plot structure and arcs. To know how to do it well with manga requires you to have read a ton of manga. Since they go by in chapters, a cliffhanger is sometimes necessary and that can change the story greatly since a novel doesn't always read like that.
