Yes I do, every now and then I get that pic related feeling. Im not that into games, stopped playing for half a year now. but when a particular game gets my attention, in this case smt apocalypse, its guaranteed that I will pour hours into it until every content's explored. G-guess ill be away from drawing for a week or two.

Everytime I need to trace my sketch harder I feel like I'm going to ruin it, and mostly of the time I am right, the lines really get somehow shitty and inconsistent
How to improve? do I need better materials or go digital?

Two options-
Either get comfortable enough to sketch directly onto your final paper with minimal erasing, because there's only so much abuse the paper can take. Learning how to sketch very lightly helps with this, and then increasing your pressure for lines that you're confident in.
Or when you trace with a lightbox you have to preserve the integrity of the original sketch, don't just trace mindlessly over your lines, you have to keep the energy there while eliminating the messiness.
I do both, when I draw using references I usually just go directly onto the final paper (saves time tracing) but when I draw from imagination I use a lightbox because it takes me longer to get it right, and the sketch is usually messy.

So I been drawing casually my whole life. Nothing serious maybe a couple drawings a year. During the last 18 months I got serious about art and start drawing about 4 hours a day. I was seeing a lot of progress at first and I thought that after 2 years of hard work i'll be a pro. Today, I came to the realization that I haven't even scratched the surface. Not to mention that, there's literally been no improvement in my skill in the past 6 months. I'm not gonna give up but at the same time I feel hopeless about getting good. I've always been a slow learner, if only I was more talented.

I can draw the ellipses correctly, but my lack of wits prevents me from building a decent face with the Loomis method, to the point where I do better if I use no construction at all.
I do OK drawing faces from life, this is about imagination.

What a coincidence, just yesterday I was doing a tutorial on head construction. Try them all and settle for one, or even better, make up your own.
Draw big but not too big and be mindful of the parallel lines in perspective. Other than that, it's just about mileage. You'll have to use refs for a while, so don't expect any masterpieces too early in the process.
Learn Reilly abstraction too, while you're at it.

Try approach that sinix has, basically he doesn't draw on sphere, but "masks" which are faces based on the cylinder (half of it to be frank) and the rest of the head he constructs with box.

I'd recommend getting the magazine with advertisments and people there and draw the planes of the head/Reilly rhytms on the faces of people.

Should I be using stabilizers for Photoshop? I'm still at an amateurish phase when it comes to digital and it drives me insane how wobbly my lines are on PS, when they're fine on paper.
Depends what kind of style you're going for. If you're going to do art where line work is part of the final piece, look into Lazynezumi. Or use something like CSP for the linework. Otherwise, it doesn't matter.

Stabilizing software is not a crutch. It makes linework feel more like working with physical media, not less.
Photoshop can't do clean digital inking all that well because it fundamentally has a flawed brush engine that struggles with long flowing strokes with a nice crisp taper. I don't care if you take the best inker in the world; he's still going to produce better looking linework in Clip Studio than in Photoshop simply because he is working with a superior tool. Yes, you can make nice looking drawings in Photoshop. Particulary if you work with a rough line art kind of style. But super clean inking is best done in other software.

There are a few pictures not shown ever before, but it's mostly enemy designs from the early games and things like a better look at side characters from Twilight Princess.
The breath of the wild stuff is what sucked the most, as it is no concept art at all, just promotional images we've already seen printed on really nice paper. I'm sure they're saving it for an official BotW Artbook.
I don't regret getting it though, it's pretty comfy to look at how the art progressed through out the series.

Paint from life more and analyze master paintings way way more.

Probably, but I would be wary of a tutorial on it since how you treat edges is very personal to your style. There's obviously a few general "rules" like soft objects (fur, clouds etc) are softer, and form shadows on rounded objects are softer than more sudden plane changes, but still these "rules" have been successfully broken many times. In general, more soft edges makes something more dreamlike and painterly, and a lack of soft edges brings a solidity or graphic quality to an image. Probably you will not be in anextreme of one or the other but will look for a balance of soft and hard edges, keeping in mind it is not a binary thing but rather a spectrum (like values are not just black and white but there are lots of greys).
As another anon mentioned Alla Prima has a chapter on edges, but iirc it mostly says to just observe them carefully and paint what you see, and squint to help group things.
