What's the best approach to learning traditional painting? I'm pretty good at sketching and digital painting, but still have trouble with watercolor painting for example.

Just keep practicing. Watercolor, for example, takes a lot of knowledge of mixing pigments and brush control that you can only learn from experiencing and trying it out for yourself. There's a physical aspect to painting that you just gotta acclimate yourself to, it took me a year to figure out how to do a decent large wash. Read tutorials, try new techniques, and find something that works for you.
Why do you keep using the same image?
Is it ever okay to have another artist (Artist B) finish the sketch/ink of an artist (Artist A) you paid for a commission but who is more than taking their sweet time on something that should have been done more than a month ago? And by taking their sweet time I mean barely working on it at all when it's passed the quoted time.

I paid in full for the art already; they just did sketches. Can't I take those sketches andd go to someone else and have them redo the sketches?
I mean, I made the mistake of paying in full and then I've been getting the run around by an artist who is super lazy and just cares about money.

You see, a contract could state that you get a 100% refund if the work isn't completed on time, and have time goals for each step - x for sketch approval, y time for completed work. Kill fee of 50% if you stop the contract before the allotted time, refund if the work isn't delivered. Standard stuff.
Always have a contract for paid work. You can get a standard one off the internet and modify it in Google apps.
As for the rights...sticky issue here, if it's a specified commission with all rights being sold as part of the job. This is another reason to have a standard contract spelling out what happens to the copyrights - in this case it would be a 100% buyout, with all rights reserved by you if the work isn't completed. Now, they may - MAY have a case, but I doubt they can afford a copyright lawyer or the cost of a suit (they start around 5k for a retainer, how much the lawyers have to spend in research and court will determine the price.)

Yeah it's not talent that holds artists back yknow so this wouldn't work unless you're already extremely popular on your own.
The artists also will probably tell other artists (there's sites for saying who is and isn't safe to commission or be commissioned from) and eventually no one will draw for you without recognition for their own work.
However if you were to gather some artists together to form a group and make a patreon you all share from then that would possibly be a good and fair way since you'd have 2x (or however many you get on board) the promoters, more content etc
what system of anatomical proportion/form simplification do you prefer most for construction/imagination drawing and why?
looking for some place to start and stick with instead of getting confused by multiple dogmas, at least early on. so far i know of loomis, bridgman, huston, and mentler.

Cranial units did the trick for me. It's been very helpful in proportioning body parts for non human characters.

So my girlfriend has finally gotten her name out there a bit and though her watercolors are amazing she says she wants to be known for her digital paintings. I am trying to convince her to do more watercolor such as the one she did in pic related. Any advice on what she should draw with her style or what else she could work on?

hey there fellas, im thinking of becoming a art teacher in school. but for that i need to go to this university for few years.

I have potential to become a real artist, others artists in real life are encouraging me to be real artist.
Be an artist first and then go into teaching afterwards. A good portfolio will help you get a job just as much as an education will, and you won't have time to be a real artist once you're working in a school. Students will probably respect you more if you're an accomplished artist as well.
