Do you need them when you paint? There is not right and wrong way to paint. Of course you can use whatever brush you like with oils,acrylics, watercolors, feces etc.
Only for like, cubist paintings.
Just get a filbert or a bright. Maybe very fine round brushes.

whats the rules of fan art and such and being able to make, show others on sites, and sell items pertaining to art inspired by things such as game of thrones or final fantasy? can you sell stuff if you made a rendition of a certain ff character or something like zelda?

I'd honestly say niche + availability + originality. I think anyone can muscle their way into any niche if their quality is good. Pornhub has more content than anyone will ever watch, and keeps adding more. If people can watch 100s of amatuer blowjobs, there''s room for anyone in porn art.
By availability, yes, it's important to produce content regularly and often. Probably more important than anything else.
And by originality, I mean that there's a lot of unexplored territory in lots of fetishes. If you have any niche fetishes and are a creative person there's probably a huge list of things you can imagine but just haven't seen anyone draw. Not because people have and you just haven't found it. Even now there are a lot of fetishes that are very underdeveloped in content, quality, and variety. Being able to do things people haven't seen before in a quality they haven't seen before will count for a lot.

Often times, on /ic/ you will hear the whole "oh if you just draw 16 hours a day for 2 years you can become a professional. There are many problems with this statement but one of the ones that aren't obvious is the fact that /ic/ doesn't count the "non serious years". The years where the artists were casually doodling.
Maybe they weren't making a lot of progress but that is still a shit ton of mileage were that artist was training themselves. For example, let's say someone was drawing casually for 15 years. Let's say casual= 2 hours per week. That would be more than 1500 hours of mileage vs someone who's starting from scratch with 0 hours. Moreover, you'll see more improvement when you span those hours over a longer period of time vs someone who's drawing 12 hours a day and gets the same number of mileage.
Sometimes, people will use vetyr as an example. "Oh vetyr has been drawing for 2 years and she's so good" Well actually vetyr has been drawing her whole life, she's just been serious for 2 years. Just something I want to point out because these statements tend to set unrealistic expectations for beginners.

he read the rest of his books and watch the proko tutorials. and remember all of it is an estimate and not a rule. if you just read the damn books and do the exercises you'll get better.
I think Loomis just eyeballs his stuff until it feels right. He even says to do it that way for foreshortening.

Horses are one of the best to learn if you're just getting into animals, but you can really pick any basic tetrapod creature to get an idea for the bones and muscles that are almost the same as any other tetrapod animal. The reason horses are good is because they have well-developed anatomy that is shared with most other creatures and there's plenty of reference material - as opposed to a more bizarre tetrapod such as the fish (currently debated as a 'tetrapod' but still a good example) which has more specialized anatomy not very similar to land creatures (though they still have things such as a clavicle, humerus, pelvis, carpal bones etc).
I originally didn't like horses personally (my mum was the horse artist but I liked canines) but have started to study them a lot as some of my favourite creature designer idols often relied on the anatomy of the horse when they were starting out, and as with most art subjects, it becomes more interesting once you know how to draw it.
Also to answer your first question: I think dogs and horses are the most common in art, especially as there are a lot of old pieces depicting fox hunts and warring horse riders.
