Drawing what ever you want and getting paid for it.
You get hired as an illustrator for high-end work because of your unique and valuable style. Hopefully the illustrative style you've marketed yourself with is something you enjoy doing.
From there, every project is fulfilling.

On a scale of 1-10, 10 being professional, 5 being intermediate and 1 being a beginner where do I stand?

I'd say a 5-6, you got the basics down, have decent looking characters, good compositions with okay manga backgrounds, but everything is way too rough and sketchy for what it is. Take the time to actually draw clean lineart/hatching, tidy up that shading and use more greys. The sketchiness of it makes it look very unprofessional and incomplete, but there is definitely potential here.

If you are a 1 person doing this webcomic i'd say 4 in viability. Your style for this seems too complex if you were to regularly update it. And if you don't regularly update then your comic will probably fail. But then again it might not take you long to do this.
But in term of skills i'd say 8~7 i mean is sorta looks like the art for magi. just way more chicken scratchy.

Look at objects around you under harsh light, and you'll see how shadows appear over the form in conjunction with the location of the light source and the form and details of the object of observation. You draw cartoons, so in this case, look at wool and skin. Figure out where your light source is, and see how the shadows appear on wool and skin. Art is mostly common sense.

Are there any books about traditional printing techniques?
I'm talking about stuff like traditional color separation and color printing through dot matrix.
I'm looking for something that teaches how to do stuff like traditional illustration reproduction, photolithography, screen printing and other related printing stuff without using digital media. Also, looking for a way to print colored comics trough "block and dot" coloring.
What you're asking about is very obscure because those printing methods were never ment for a single artist to use
If you want to do "traditional printing" there are some books about the subject and stuff like woodcuts are very accessible for a single artist but imitating the printing of a comic from the 50's will be impossible.
If you actually want to mass produce your comic a rissograph is the best you will get.

What about something like screen printing?
Let's say I already have the dot screens (at 100%, 75%, 50% and 25% intensity) and the equipment at hand, but I only need the method of color combination/separation though CMYK and the techniques and colors they used at the time.
Also, I'm not only looking to make comics, I also want to reproduce different images such as photographs and paintings in CMYK. Mass-reproduction not withstanding.

I've heard color separation was a photographic process, dunno how could you replicate it.
I know comic were colored with the 25, 50, 75, 100 screens in mind to make things easier.
I also don't think CMYK has changed much since it was first used.
If mass reproduction is not an issue for you then go ahead with your silk screen

As the one who own a cintiq 13inch and have try the surface, i prefer the cintiq. It feel more responsive, i don't know how to describe the feel on the surface but it feel really weird. I suggest you try them both out in person. The color on the cintiq 13inch is shit btw.

I here the surface pro might get a refresh at the end of this month.
Personally i have the surface pro 3 and i like it but it's really underpowerd even for just ps, i have the i5 with 8gb of ram and i hate the fact it lags when there is a few layers.
Also hate the pen is heavy and uncomfortable and the screen feels a tad small.
the fact that it has only one port is also kind of shitty.
I would say to go with the art studio if it's in your budget.
i think im going to just get a new pc and a intuos pro for the house and use the sp3 for out and about.

Cintiq's are better. Surface Pro 3 and 4 use N-trig which isn't as responsive or accurate as Wacom's technology.
