How do you get followers on sites like Instagram, Twitter, Facebook and Tumblr? do you use tags? do you tag fanart?? what then? How are YOU popular on these sites?
I have a deviantart account with 1,200 watchers and get an ok flow of comments and commissions. But I know the reason for it is because of dA's groups that allows me to reach thousands of people's inboxes, otherwise I have no idea how anyone would have found me. On the other sites mentioned I have between 14-200 followers, and it's just dead. Every time I post something on tumblr where I have about 200 followers, I get about 11 likes. I post the same things, and try to put as many relevant tags, including shit like #artistsoninstagram, but tags alone obviously doesn't do much because it soon gets buried by new people.

Fanart mostly. Ilya posts original work, but note how popular his fanart gets. Then people see his other original art and follow him regardless. Especially fanart of recent works, this will get you the most traffic. Many popular Twitter or Tumblr artists have risen to fame through art from some game, show, etc.
Keep in mind, tagging on Tumblr is limited to the first 5 tags. Anything after this won't show up in search.
As for gaining followers on Twitter, it's tough because hashtags will take up a lot of character space. Just promote your Twitter on whatever other accounts you have I guess.
Obviously won't hurt if you have an appealing or nice artstyle. It takes time to get popularity. I think it's easier on Deviantart compared to the other sites you listed. As for Instagram, I have no idea since I don't use it.

Followers/watchers what to see more of the things they followed you for.
Look at vetyr for example. Most of the work she does is very similar to each other in subject matter (colorful portraits of pretty girls). It also helps that she's good at it. The works which deviate from this theme get much less attention.

How the fuck do I start a comic?
I really want to but I have no ideas in my mind, just feelings I can't express through words or concrete imagery.
But whenever I read a good comic or manga I'm like "I understand what emotions the person who made this is trying to express and can relate these emotions, thoughts and philisofies, and think that this medium is the best one to use and express the things are needed to express."

you're talking about an inability to think up or articulate a story, that's not an art problem, more a writing problem
you could make weird abstract comics i guess. like some of moebius's stuff
although, do a 6-7 page practise comic from a scene of your favourite book or play or whatever, so you learn how to actually draw comics

Quick good tip is the kaizen method, break everything into baby steps, instead of thinking about going hard on those pages ask yourself
