I would like to get into painting as a hobby but I had a few questions. Sorry if they are really stupid, too.
Anyways, is it absolutely necessary for someone to learn how to draw well to be half decent at painting? My drawing skills stopped at elementary school because I was told my art was trash so I gave up.
Also, are popular painting tutorials such as Bob Ross's series useful at all for a new artist?
Lastly, is it even worth trying to paint if your art skills have always been piss poor?

So /ic/, I have recently acquired a surface pro tablet and see it as a perfect opportunity to begin drawing again. However I don't know which programs to use. If you could suggest some programs that you personally use or know to be decent, I would appreciate it. In the past I have used photoshop but never very well.
FWIW Manga Studio is freaking amazing on my SP2 for pure drawing, I use PS only for painting.

It's good. It has lots of very good information and is more than enough for teaching yourself anatomy. But if you want to get good at figure drawing you need to supplement it with something like Vilppu or Bridgman and go to life drawing.

Buy Winton oils, and whatever kind of student/median priced brushes they have available. Really brushes aren't too important as long as you're not buying the bargain bin shit. If you're just starting out then you probably won't provide the adequate care that alot of the more expensive brushes need anyway, and will just end up needing to replacing them. Better to get the cheaper ones so you won't feel so bad when they become useless in a couple months. At least that's how I've always painted, skimp on brushes, never on pigments.
