What the fuck anon, photoshop doesn't animate, they're both adobe products and flash is the one specifically made to animate. Also don't buy either, they're pretty simple to get for free. As I've done with most adobe products.

He doesn't know about the incredible hidden timeline feature in photoshop! Photoshop timeline is pretty powerful for frame by frame, has onion skinning and tweening, you can even use layers to parallax backgrounds.
