I've been trying to be able to draw like pic related for 2 years now and im getting nowhere by learning anatomy, gesture etc, all of these only make my art looks like tumblr trash.

I've been in the same boat OP. What I learned is you'll only get gud at whatever you practice - if you only draw gesture, anatomy, and so on, your skill won't automatically translate to anime. Start studying artists you like, break down their work into shape, volume, proportion and draw that while consciously think about this information. Ask yourself questions like 'how many eyes height/width is this face', 'what angle is the jaw', 'how does a real female leg differ from a stylized one'

How does one get gigs doing comic cover art for companies like BOOM or Dynamite? I would say DC or Marvel, but you have to be pretty damn good to reach that tier.
But in general, how to artists get these gigs? Did artists approach the company, or did the company approach the artist?
In the case of Tyson Hesse, he was already well-known online for his comic Boxer Hockey. I'm curious how he got gigs doing Bravest Warrior or Secret World of Gumball covers for BOOM, if they found him because of his comic, or if he submitted his work to them.

What I'll say is you definitely wont be approached to do work unless you're already established and maybe only if you're specifically established in this area. No one here will outright tell you how to get a career started but it's not that simple as making good work and getting work; there is some luck involved with getting your foot through the door. My only advice is you will have to be outgoing, probably more important than talent to some degree. Write emails, try to meet people IRL if possible. Start with small, attainable goals to start getting some work out there, build a portfolio and work you way up.

It depends on a lot of things.
Sometimes they art is incredible but they don't see it that way. Some great artists didn't like their art at all, but everyone else did. Some people just don't like what they do so much, or are very critical of what they do.
