I wasn't so much "they will never go into Belgium" rather the French overcompensated by moving a huge force into Belgium to meet the Germans thinking "it is impossible for tanks to move through the ardennes" and then when that happened they got cut off and destroyed.

It was more that they expected to be able to move quickly enough to eastern Belgium/Netherlands that the Ardennes wouldn't matter. And the Belgian Army/French Air Force failed completely to hinder the advanced of HG.A

The French are incompetent individuals who will never live down their shame.
But that was the intent, though it was mitigated by Belgium throwing a fit and forbidding France from having the Maginot line be lengthened to the Franco-Belgian border.
France also tried to defend Belgium with their troops as early as 1939, but Belgians and Dutch hoarded their neutrality and wouldn't hear a word about having french troops on their land. If anything, France weighed Germany attacking through Belgium as the most likely of scenarios (which even Germans envisioned before their plans were seized by Belgium, and had to be remodeled into the Manstein plan), and it was the Belgians and Dutch that were retarded and wouldn't drop the illusion that "hurr Hitler would never be mean with us :3 lol!".
