First of all, there are no native black peoples north of Sahara and Sahara is virtually impassable, so it's statistically unlikely any random man in North Africa 220 BC would be black. There were some of course, but most likely as slaves. Hannibal himself was from Carthage nobility and traced his ancestry up to Tyre, Canaan city on Lebanese coast, and there were no black peoples living there back then.
And the most important thing - there are no sources what say so. It would be impossible for them to fail to mention the men who brought Rome to its knees was black.

It's impossible to know the extent the Berber people were "lightened" by Arab influence.

But black people didnt generally live north of the Sahara. Nubians are the only example I can think of off the top of my head and they're off in southern Egypt.

People with Phoenician blood were the ruling class and nobility and the vast majority of the population. Carthage was a trading empire, so foreigners were not unwelcome, but we know that people of mixed ethnicity (Liby-Phoenicians) weren't treated the same as pure Phoenicians. They were basically a separate class of Carthaginian society.
