So I have a theory.

The most obvious difference is that breasts are an erogenous zone, and tissue is often highly sensitive. Like, women can cum just from playing with their own tits.

Butts on the other hand herald a passage into the anus, which has the potential to be an erogenous zone.

I think it has to do with how masculine-centered the traditional social culture was in the given part of the world.

In more masculine cultures, the interests and enjoyment of females is valued less. Thus less value placed on breasts; foreplay involving breasts is pleasurable for females, sometimes moreso than the actual sex.

Traditionally masculine cultures never learned to appreciate the enjoyment of the female party in the act of sex, because it was never valued.

As a Vietnamese guy born in the West, I used to have a thing for titty monsters, then eventually grew to prefer more traditional Asian beauty features (small body, pale skin, small eyes, slim waist, smaller proportions). I also had a huge ass phase, but even then it's died down a little. I just prefer the Asian beauty standard but with a little more for tits, and a well shaped ass. What I like generally is a C cup at most, and a ass that's not a badonkadonk but something well shaped and defined.

Asian beauty standards have been slender, thin body, and pale skin since the beginning, until Europeans arrived. Then tits became a thing, and they still are now in East Asia. I still like a good pair of tits and love East Asian beauty standards, but growing up here, I have a preference towards ass. To me, an Asian woman with a fine booty is a thing of beauty. I do have a thing for midriff and thighs though, but that's another story.
