Cato went to Carthage and saw that it had recovered economically from the indemnity Rome had charged her to pay. Since the Carthaginians relied on mercenaries for war a large territory wasn't really necessary for them to be a threat, they only needed competent leadership and money and now had both once again.
However I too think that Carthage would have been better served becoming a Roman province peacefully in the style of Pergamum.
