Without nuclear weapons the US and Russia would have instead spent assloads of money in making bigger conventional bombs and bombers. Supersonic and stealth bombers would have come online much quicker, while missile tech would have taken a back seat because it's less flexible. It wouldn't be too dissimilar from today's modern military force, which doesn't incorporate nuclear weapons into war planning/diplomatic strategy.
More specifically, the entire reason ICBMs were built was because they delivered massive megaton bombs that made precision less important. 50s/60s era computer tech meant that missiles had about a 1000 foot radius of it's target, which is a HUGE deal if you're not using nuclear weapons. As a result, the military would have a good reason to build better airplanes rather than developing a whole new system. The B-58 would have happened ten years earlier than it did in real life, and Convair would have gotten the full-size version it always planned to build.
For this reason the space race would have been different, as things like the NF-104a would have attracted more money than missile programs. Also things like the Manhattan Shelter Study would have likely resulted in tangible and practical suggestions, which in real life couldn't happen due to the sheer size (again, MEGA-tons) of nuclear bombs.

No, without nuclear weapons Japan would have had dual invasions. Following Red China, Truman would have likely greenlighted WW3 and MacArthur would have burned communist-occupied Japan and China to the ground with regular bombers. Stalin (or his successor) would have returned the favor in Europe. B-52 and B-58 production would have gone into overdrive like B-17 production did, and the US would have absolutely destroyed everything outside it's borders.

Also to more directly answer your question OP: the "internet" would have still developed but it'd be an almost exclusively American thing. So, discussions about conflicts outside America's borders wouldn't be much different then they are in real life.
