They did have castles. The green pins on this map represent Gaelic castle construction while the yellow ones are Norman castles.

What do you mean by "better weapons"? Actually for that matter what do you mean by "primitive"? They didn't have much of an urban tradition and didn't wear armor but apart from that I can't think of much difference in terms of technology.

The cooperation with occupied population was out of the question and wasn't even considered by German planners.

German agriculture and industry were in no shape to produce enough supplies for 5+ million of men on the Eastern front. And even if they were, there was no supply lines and not enough trains to get that shit delivered. Therefore German army was fed and clothed by:
1) resources mercilessly squeezed out of occupied territories,
2) slave labor abducted from the East sent to the Reich to work in farms and factories.

In order to get both, terror was needed. Unseen-before terror. Otherwise it's difficult to assume that an Ukrainian farmer will willingly give away all his crops and livestock and his sons to be sent away to the Reich to work. Or to give away his daughter to be raped in brothels run by the Wermacht.

The Invasion of NK however prompted the Soviet Union to be more fully involved, and China to send troops to bolster the beleaguered NK forces.

What followed was a stalemate because nobody was willing to escalate shit outside of Korea and therefore they had to negotiate it.
