If you're actually using the actual definition of the political theory that is communism, then no. Communism, in and of itself, can not exist if a state exists. Communism is the very lack of a STATE in and of itself. Ideas such as ethnicity only are part of a "superstructure", which come after the base part, which is means of production (In other words Ethnicity is not as important to Communism). So a Communist Ethnostate would simply be an oxymoron

don't know too much about the hussars other than the usual Battle of Vienna stuff but the Uhlans were simply some of the best cavalry the world has seen.

They matched the Austrian and Saxon heavy cavalry which was also some of the best but the poles had success in every battle they went. They were particularly effective in the penninsular war where about 100 lancers routes thousands of brits. Every country that could get their hands on poles hired them as Uhlans which is hilarious because Poles sometimes fought Poles in the service for others.

The difference is the elitism of both units.
Winged hussars were elite cavalry, so some conditions are needed to create such unit, for example:
wealthy as fuck to buy good trained horses and equipment, time to train together as unit, etc.
So basically you need bunch of wealthy nobles, trained in warfare and willing to go to war. Few tried to copy winged hussars, like French or Russians (Swedes copied some equipment and tactics too), but all they failed in the end. It just could work only for Poland at that time.
Whereas uhlans could be widely used by everyone, that's why when they were successful, many copied that formation.
