The monarch that was most influenced by Enlightenment ideas (after Frederich arguably) was Catherine the Great. She was not only an avid reader of philosophy but also was a personal friend of Voltaire who spent some time in Russia.
Catherine's Russia was also one of the main powers who took up arms against the Revolutionary regime in France, and hosted many prominent emigres and counter-revolutionary key figures.
