The Romans were unique in that their form of government allowed common people to participate in the government to a far greater extent, which naturally makes common people more engaged in what is going on. They also had a conception of citizenship that extended beyond people who were born in the actual city of Rome.

Political organization:

The warrior traits were important as much as the religious ones. The Auqui since the moment he is elected, he was trained for his future reign exercising a co-reign with the father Inca. He was trained and taught the administrative and guvernment duties of the Inca by the best teachers of the empire, which were brought to the capital.

I'm blueskying here, but considering the more isolationist nature of china compared to europe, maybe china had less exposure to mutations of the plague so their resistance was only to specific strains.

Does China still suffer from outbreaks from the plague even? Anyways in China and Europe the descrepencies in rates are due most likely to differences in vaccination not innate immunity.
