so i have come to the realization that individualism and "freedom" only leads to degeneracy, egoism and social collapse. i think to split the world into several small homogenious nationalistic totalitarian states would be the solution.
a country should be seen as a body. the infrastructure is the organs, the population is the cells and blood, military and police is the muscles and the leader is the brain.
are there any good/interesting books and philosopies on the subject?

The details may have changed but there was a common thread connecting both the late Roman empire (~300 AD) and the late Republic.
The Byzantine Empire lost this thread and all claims on being Roman.

I suppose if you were using the word "empire" in the classic sense then you would have an emperor/empress, but the notion of a supreme authority is rather vague and I believe it can be argued that an elected official i.e president, PM, etc qualifies for that title.

A president maybe, but definitely not a PM. In many countries, a PM is more a chairman of the cabinet than a solo decision making authority.
I guess it depends whether or not you define emperor as someone with sovereign control over the country. If so, then a president is not a supreme leader since he is restricted by parliament and the constitution.
