This is probably the most unfair thing, ever. There are cut off tribes today, that
have never heard of Jesus, are they all going to hell, how is that even their thought? When Jesus died and risen and went to heaven, do all of the other countries that lived apart from the Jesus moment are doomed to hell? Isn't the Bible produced a couple 100 years after Jesus's death, so no one had a copy, so it was just word to mouth in a specific circle and if you're not connected, you were doomed to hell? It's pretty stupid desu, I've debated this before with a muslim, and he said allah will test the person, if he died and didn't hear about the word of Islam, which seems pretty fair, but in Christianity, is there a way out of it? The thing about learning from the past is that it doesn't offer concrete answers for modern problems. It provides examples of every type, but it doesn't provide a solution for the foibles of the human condition. It's comforting to think that one can arm themselves with knowledge against all danger, but what about everyone else? What about the structural & societal flaws that encompasses thousands or millions or billions of people working in tandem? There are faults that no individual can set right.
In any event the same flaws that caused ruin to every civilization won't go away just because you can recognize them in the past. Avarice, envy, paranoia, pride etc... etc...Even an enlightened leader can find himself powerless against the inertia of existing circumstances.

The answer is yes. There are two different ways he could have done it:
First, he could created an electoral system based on proportionate representation and utilizing a preferential vote system to ensure that third parties are able to win seats.
Alternatively, he could have simply accepted calls for him to become king and instituted a monarchy with him as the first monarch.
Either option would have averted the two-party system.
