If you are in an elected position you must keep it or find another, or face financial ruin. This motivates law-makers to work in the interests of the populace, but it also means that senile, ambivalent, or out-of-touch lawmakers will continue in government as long as physically possible.

Aforementioned lawmakers who wish to attract voters will focus on how their laws will solve universal problems, provide financial relief to the largest voter margin, or by diverting attention to their own opinions and views, appealing to ideological allies. These methods used continually over time will cause voters to ignore factors such as efficiency, ability to successfully win over political opponents, attendance, foresight, level of seclusion from public, what he is willing to sacrifice to make deals and treaties, etc.

With these conditions it is quite easy to have a situation in which
1. All candidates for a position are unappealing
2. All officials act in their own interests
3. voters do not understand why nothing works

Because we knew that the Japanese had given orders to kill every Allied POW in the event of a landing.

Because, using the fighting on Okinawa as a metric, we stood fair to lose half a million casualties and kill 20 million people in the event of an invasion. (The Army ordered about that many Purple Hearts for the invasion. Get wounded today in Iraq? Get a medal made in 1945).

Poland took Muscovy tho, Germans did pretty much the same through Lenin too. Russia is pretty much a conquest empire and if you contain it in its borders long enough it will collapse from the inside.

I am thinking about the American Military specifically, but information about other countries is appreciated as well.

Follow up question, some of the men depicted in the HBO series, "Band of Brothers" are older, late 20's- early 30's. Does this mean that they waited to enlist? The first bit of combat these men experience is in 1944 (and they go through boot camp about a year before if my memory serves me right), and of course the war had been going on well before that in Africa, Italy, and the Pacific. The men who were older than 18 in 1941 could have enlisted then. Why would these men have waited? Would it not have been considered cowardly? Am I watching a bunch of cowards? Someone please explain this to me.
