For lots of people, if Mussolini wasn't associated with Hitler he'd be fine, and if Hitler wasn't racist and the Holocaust didn't happen he'd be fine. We call those people "liberals".
The "ideology" was very pragmatic and inconsistent. Mussolini and Hitler (and especially Mosley) would constantly write and proclaim contradictory policies depending on who they were trying to make happy. This ranged from the general public, conservatives, feminists, the army, liberals, land owners, farmers and workers.
Mussolini is sometimes painted as a bumbling idiot by English speaking who was 1) incompetent and 2) not as bad as Hitler because he was so incompetent.
Both are false though the second point is sort of true because more deaths were caused by Hitler. Truth is a lot of violence and death occurred under Mussolini from mass shootings of political enemies, the use of chemical weapons against Ethiopians, the constant thuggery against peasants undertaken by the squadristi.

It wasn't as pervasive as is often thought. Native Gallic language, fashion, architecture and art persisted in some form right through Roman rule until around the 7th or 8th century. It wasn't unusually successful or anything, not by Roman standards anyway.
