During the Second Word War American soldiers stationed in Wellington New Zealand were causing friction with the local soldiers. Their higher-ups were giving the yankees cigarettes and silk stockings (very rare in NZ because of restriction for the war effort), and they were as a result stealing a lot of the girls of men who were overseas serving.
Naturally the kiwis were miffed, but things came to a head when the Americans started trying to stop maori soldiers from entering dance halls and clubs - the kiwis (maori and pakeha alike) were pissed. A stand off escalates into violence when the Americans take off their belts and start beating at their opposition.
A massive brawl then ensues, spills out onto the man street and is joined by a thousand men. End result is dozens of injuries and rumoured to be two deaths of American servicemen.
The reason I say 'rumoured' is because the whole thing was covered up by the government and command morale reasons - even today a lot of kiwis have no idea about it. I know that similar clashes between Americans and the people they were allied with happened in Aussie too.

Compared to what? It's the same feudalist system as any other in Europe of that time. Primarily Greek/Byzantine cultural influence, although Latin culture held on in coastal maritime cities like Dubrovnik, Bar, and Kotor.
